Biography

Mr. Satola provides legal advisory services on a range of technology and law-related issues, both internally to the World Bank and externally to its member states. His expertise spans information and communications technologies (ICT), including telecommunications, the internet, e-commerce, cybersecurity, data protection, and open-source software. He leads the World Bank’s initiative to build capacity to combat cybercrime (www.combattingcybercrime.org) and represents the Bank at the GFCE’s Working Group C on Cybercrime. He holds a BA and an MA from Johns Hopkins University, a JD from the University of Wisconsin, and has also studied at the London School of Economics and the Hague Academy of International Law.

Welcome Statement

I am delighted and honored to join colleagues from KSPO and GFCE to serve as co-chair of the Asia-Pacific Cybercrime Capacity-building Hub (APC-Hub), a unique and pathbreaking joint initiative under the auspices of the KSPO aimed at building capacity to combat cybercrime across the Asia-Pacific region. The World Bank is at the forefront of assisting its member countries to participate in the global digital economy. We know there are huge advantages for countries to develop vibrant, durable and purpose-ready economies that are ready to take advantage of globally connected markets in this digital age. We also recognize the challenges faced by both developed and developing countries in ensuring the safety and security of their citizens – including preserving their basic human rights - in this globally connected world. As part of that, we know that supporting global cybersecurity, including building capacity to combat cybercrime, are key enablers of these efforts. We also know that forging partnerships to build capacity to combat cybercrime is essential to our development mandate. I am therefore excited today to continue these collaborative efforts through with the APC-Hub, and would like to acknowledge the generous support in these endeavors of both KSPO and the Korea World Bank Partnership Facility.

Biography

Mr. Veenstra is in the lead of GFCE Global Outreach & Partnerships where he started in 2015. His key responsibilities are to thrive community engagement of GFCE Members and Partners as well as to identify and connect potential key stakeholders on Cyber Capacity Building based on their wants, needs and means. Stakeholders are from all continents and include governments, intergovernmental organizations, private companies, academia and the technical community. Mr. Veenstra has a MSc in Economic History and previously worked at the Dutch Ministry of Security and Justice for 14 years in various positions. His last position was Policy Advisor on Civil Aviation Security at the National Coordinator for Security and Counter Terrorism.

Welcome Statement

It is a great honor and a pleasure to serve as co-chair of the Asia-Pacific Cybercrime Capacity-building Hub (APC-Hub), an important and generous initiative by the Republic of Korea’s Supreme Prosecutors Office in close cooperation with the World Bank and supported by the GFCE. We all know that the digital society and economy provide not only countless opportunities for social and economic prosperity, it also comes with tremendous challenges related to cyber security and cybercrime. The APC-Hub is founded for purposes of building capacity to combat cybercrime in the Asia-Pacific region, a region with young populations in growing economies which become rapidly digitized. Therefore, the GFCE has committed itself to support the APC-Hub by entering an MoU with KSPO and the World Bank and by making its global network and expertise available where possible. I trust that APC-Hub’s activities will create a positive impact by making this initiative a successful mechanism for governments in the Asia Pacific region to obtain relevant expertise to combat cybercrime. Since cyber capacity building is all about building together, no one can do this alone, the success of the APC-Hub also relies on the support and expertise of a broad multi-stakeholder community, including the private sector, academia, and civil society. KSPO

  • As the Secretariat of the APC-HUB, the KSPO manages the overall operation of the hub and coordinates working group activities. This includes developing and delivering a comprehensive training program to combat cybercrime and organizing the Annual General Meeting.

Welcome Statement

The world has experienced rapid digitization and globalization with the advent of the Fourth Industrial Revolution. Amid these swift changes, the threat of cybercrime has emerged, becoming increasingly omnipresent and impacting daily lives across borders. Particularly in the Asia-Pacific region, where the pace of change was initially slow, the surge in internet users following the digital revolution has led to a significant rise in cybercrimes. However, many countries in the Asia-Pacific region face challenges in effectively combating these crimes due to the lack of harmonization of national laws and a shortage of necessary skills and knowledge. In response to this challenge, the KSPO has developed various investigative techniques and experiences based on advanced information and communications technology (ICT). Building on this foundation, KSPO established the APC-Hub to provide cyber capacity-building training to countries in the Asia-Pacific region, fostering the exchange of ideas and best practices to strengthen cyber resilience and enable timely responses to cyber threats. Throughout this journey, KSPO has received invaluable support from our partners, the World Bank and the GFCE, and we anticipate further concrete cooperation in coordinating and expanding the scope of the APC-Hub. Through the APC-Hub, our goal is to promote successful international cooperation among all countries, enhancing the research and development capabilities of nations in the Asia-Pacific region. Ultimately, we aim to position the APC-Hub as the focal point for combating cybercrime in the region.
